To go here you theres a cave near by which you can go through and theres an elevator going down, once you reach there, you will see it on the path
Located by the painting in the underground lab. Entrance to the cave to get to the lab is in the south east corner of the lake under the water.
Down the lift, needs progression in the quest "Road to the Singularity", where you unlock the door after facing 2 mekas.
