Go to the waypoint on the right part of the island, there will be a waterway near it, enter it and it will shoot you up almost to the top of the Sealed Ruin Tower. After you do the World Quest "In the Wake of Narcissus: Act II - Savior's Wake", there will be floating steps instead of the tower.
You have to find 3 keys: - the 1st one is on the top of the ship, with 2 eggs - the 2nd one is inside the common chest above - the 3rd one is found by digging under the other crashed ship (you can see the locations on the picture, enjoy~) You'll find a precious chest and a hydroculus
Hydroculus is on top of the tower. Defeat the Recon Log Mek near tower. Use Pneuma on the Ousia Relay and Ousia on the Pneuma Relay to achieve Balance in both, defeat the other Recon Log Mek that will spawn, unlocking a Hydro teleporter that can be used to access the Hydroculus.
On 1 of the 5 boats When looking out towards the Sumeru Desert from the Statue of the Seven there is a large ship in the middle and 2 medium ships either side. The Hydroculus is on the first medium ship to the right next to the large ship on top of cargo on the back.
There are three unlit torches surrounded by wind barriers. There are three anemo monuments (one near each torch). Activate the monuments, light the torches, defeat the eye of the storm that spawns, then wind currents will appear and lead you to the oculus.
Can be found during the quest 'Aqueous Tidemarks.' It is underground but not in the water, found in a room that you can only enter after interacting with a small podium. Guarded by rifthounds, and there is a precious chest right next to it.
Obtainable after entering the door unlockable by a Lost Grimore. There's a puzzle (the one toggled by the orange/blue lamps) that you'll need to do first in order to access this. Can't be climbed since this is placed really high.
Find the 3 selies in each ship wreck in the zone, then interact with the conch. After that, open the chest in the fish tornado and interact with the water portal in the tornado, it'll bring you to the hydroculus
