Windrise is the location where Vennessa is said to have ascended to Celestia, where she became a god and now watches over Mondstadt as the Falcon of the West of the Four Winds. The massive oak tree is believed to have grown there after she ascended. A Statue of The Seven (Anemo) is located at the base of the tree.
Accessible from the Easy Breeze Holiday Resort teleporter on the southern tip of the region that is automatically unlocked (may need to zoom in on the map to see)

When you walk nearby, dialogue for the world quest will trigger. Can be accessed immediately after the first bit of dialogue is over.
